Department Manager III


Job Summary
Responsible for the general direction and supervision of the various functions of the department including accounting, treasury, human resource management and development, records and communications, procurement, property management and general services.
Duties and Responsibilities:
Administrative
Renders advisory assistance to top management on matters pertaining to personnel and general office services;
Plans and directs implementation of an employee development program consistent with changing corporate need;
Oversees the development and administration of the Companys recruitment and selection program;
Renders advisory assistance to NDC subsidiaries or project proponents relative to employee development and recruitment;
Directs the provision of office services pertaining to property management and supplies, records, messengerial, janitorial, motorpool services and maintenance;
Responsible for the control, safekeeping, and maintenance of central records, office equipment, furniture and fixtures, motor vehicles and related properties;

and,
Performs other related tasks as may be assigned by the superior officials from time to time.
Finance
Responsible for the custody of all monies, securities, negotiable instruments and other related financial resources of the company;
Oversees the implementation of policies, plans and programs on the investment of idle funds in the short-term government securities while awaiting utilization by projects/subsidiaries;
Oversees and directs the preparation of cash position reports and cash forecasts to determine the availability of cash funds, and the extent and timing of fund procurements;
Directs the summarization and coordination of revenues, expenses amd capital budgets, etc of the various departments/units into an integrated annual financial plan;
Implement budgetary, accounting and other financial policies, rules, regulations established by the DBM, COA, NDC Board of Directors and oversees the compliance to such policies by all units of the company;
Oversees the establishment and maintenance of an efficient records management for investment-related records and documents;


and,
Performs other related tasks as may be assigned by the superior officials from time to time.
Qualifications:
BA/BS graduate in management, business, social sciences or other related course supplemented by an MA or MBA degree in a reputable school
Minimum of 7 years experience in administrative/human resources management/ financial management and other related field, 3 years of which in a managerial capacity
60 hours training in functional/management development courses
Strong organizational skills, excellent communication, interpersonal and negotiation skills, and proficient in computer applications
