SEO for russian website about accounting - United States

Goals of website:
1) get most visitors & pageviews = sell more ads.
2) maximalize number of registred visitors, which want improve their knowledge in tests.

Now it has about 900 visitors daily. I need improve this number mainly from search engine from Yandex. From Google I get montly 22 000 visitors, but from Yandex only 500 / month.
