Consultant for Task Management for Clima East Pilot Regional - UNDP - Home Based

The main aim of the Clima East Pilots is to demonstrate through pilot projects the feasibility of ecosystem-based approaches to climate change, meaning that intact ecosystems such as peatlands, permafrost landscapes, boreal forests and pasture land can have a strong and cost-efficient positive effect both on climate change mitigation and adaptation. The is part of a broader EU financing package 'Clima East: Supporting Climate Change Mitigation and Adaptation in Neighborhood East and Russia' which will be implemented in the years 2013-2016 in cooperation with the partner countries Armenia, Azerbaijan, Belarus, Georgia, Moldova, Russian Federation and Ukraine. Part II of this package, specifically project ENPI/2012/303-093, tagged “Clima East Pilot Projects” was contracted by EC to UNDP in December 2012, under the FAFA agreement, with a budget of 11 MEUR. In line with EC-UNDP standard agreement, the project is implemented by UNDP following its standard cooperation modalities with national and international partner organisations. The Clima East project package is financed from the Regional Action Programme 2011-2013 of the EU Eastern Neighbourhood and Partnership Instrument, ENPI. Project contents have been identified by a joint consultative process with the seven ENPI-partner countries and form concrete elements of the climate change relations of the European Union with this region.

Location

Home based with possible missions to Armenia, Azerbaijan, Belarus, Brussels (Belgium), Georgia, Istanbul (Turkey), Moldova, Russia and Ukraine

Duties and Responsibilities
To ensure the coordination of the Clima East pilots at the regional level, facilitating information exchange between pilots, identifying and encouraging exchange of information and expertise, developing platforms for technical knowledge generation and sharing; To ensure the smooth implementation of the Clima East project, providing overall management and coordination, as well as expert advice to pilot projects as needed and upon request (including ad-hoc trouble shooting); To collect and analyse the data presented in the country-level reporting and prepare regional reporting as specified in the Clima East Project Description and terms of agreement with the EC and as requested by Regional Technical Advisor (RTA) and EC; To assist pilot projects in monitoring and evaluation, including mid-term evaluations, ROM missions and verification missions commissioned by the EC; To facilitate access to expert advice or problem solving for project staff from the regional office as necessary; To ensure coordination and synergy between the Clima East pilots and policy projects through regular updates and information exchange with the Clima East policy team; To ensure visibility and awareness raising for Clima East project in line with EC and UNDP rules and procedures; Complete missions to Brussels EU office for Management Group meetings and monitoring missions to the country offices, as per project needs. Approximately 30 days travel in total to Belarus, Moldova, Russia, Georgia/Armenia, Ukraine, Azerbaijan with 5 days maximum each and 2 trips to Brussels 24 hours each. Deliverables:
Finalized annual country reports and a regional report for EC (by 15 March 2015); Prepare monitoring and evaluation activities to ensure smooth implementation of pilots (preparation of BTOR within 10 days of each mission as well as mid-term evaluation managed by June 2015 and completed report submitted to EU by 1 September 2015); Reports on communication and visibility activities (incorporated into annual and quarter reports by 15 March, 15 April, 15 July and 15 October); Progress reports with update on achieved deliverables, submitted to RTA on quarterly basis and maintenance of timesheets with details of time spent on respective deliverables, submitted to RTA on monthly basis. Both, the timesheets and progress reports will be subject to RTA’s approval and will be submitted by 15 March, 15 April, 15 July and 15 October. Payment schedule

The fee for services provided is payable in four installments upon submission of the quarterly progress report against deliverables and approved timesheet providing details of time spent on respective deliverables and it’s acceptance by the Supervisor (RTA).

Required Skills and Experience

Education:
Advanced university (Master) degree (MBA, Social Sciences or Environmental Sciences) (Criteria A). Experience:
Minimum 7 years work experience in environmental management; At least 2 years UN Agency experience with technical assistance, project development, implementation, preparation of annual reports (for EC is an asset), management and evaluation; Familiarity with UNDP and EC reporting requirements proven through previous working experience in working on both UNDP and EC projects; Proven record of official reports or papers/studies in the area of BD and climate change adaptation (Criteria B); Experience working as a public official in the BD area or working/collaborating with the government or EC is a plus; Extensive technical knowledge relevant to biodiversity (BD) and climate change adaptation areas (Criteria C); Experience with stakeholder facilitation is an asset (Criteria D); Experience in Europe and CIS region through environmental research or practical project work; (Criteria E). Language:
Excellent writing, editing, and oral communication skills in English (Criteria F); Basic knowledge of Russian is an asset. Computer skills:
Full IT literacy; Ability to operate with on-line web-based applications; Knowledge and/or hands-on experience with the statistical or data-analysis software are an asset (Criteria G). Evaluation of Applicants

Individual consultants will be evaluated based on a cumulative analysis taking into consideration the combination of the applicants’ qualifications and financial proposal.

The award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:
responsive/compliant/acceptable; and Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation. Only highest ranked candidates who would be found qualified for the job based on the P11 desk review will be invited for an interview.

Technical Criteria - 85 points;
